Job Description

Located in picturesque Southern Ontario, the Town of Tillsonburg is a progressive and expanding municipality recognized for its forward-thinking approach to technology and service. We are currently seeking a dedicated, customer-focused team player to fill the role of Manager of Human Resources.

Position Overview

Reporting to the Director of Corporate Services, the Manager of Human Resources is responsible for leading the operations of the Human Resources division. This role plays a vital part in supporting the town’s strategic objectives and organizational development.

Key responsibilities include promoting positive labor relations, ensuring legislative compliance in occupational health and safety, maintaining job classifications and pay equity standards, leading employee recruitment and onboarding, staff coaching, overseeing employee training and development programs, conducting workplace investigations, and managing HR data and payroll systems.

Qualifications

The successful candidate will hold a university degree in Business or a related discipline and bring a minimum of three years of experience in a senior-level human resources role. They must have a strong background in HR management and a thorough understanding of employment legislation and standards.

Job Role of a Human Resources Manager in Canada

The Manager of Human Resources will provide a broad range of strategic and operational HR services, including:

  • Delivering expert HR consulting and advisory support in areas such as compensation analysis, job evaluations, policy development, recruitment, succession planning, and leadership development.

  • Supporting the execution of the Town’s corporate goals and priorities by implementing Council-approved policies and ensuring efficient and effective delivery of HR services.

  • Providing guidance on training, performance management, health and safety, and employee relations.

  • Offering leadership in all areas of human resources and organizational development.

  • Collecting, analyzing, and reporting HR metrics, including employee absences, health and safety incidents, pay equity data, vacation usage, and Employee Assistance Program (EAP) utilization.

  • Collaborating with a wide range of internal and external stakeholders, such as legal counsel, elected officials, government agencies, training providers, and professional organizations.

  • Developing, recommending, and implementing HR policies, procedures, and service standards across all areas of the HR function.

  • Administering the Town’s compensation programs, including market analysis, job classification reviews, and pay equity compliance.

  • Participating in collective bargaining processes and advising the Chief Administrative Officer (CAO) on the Town’s labor relations strategies and positions.

  • Providing interpretation and technical guidance on collective agreements and resolving related grievances.

  • Supporting employees and managers with HR-related concerns, and referring them to EAP or other support resources when appropriate.

  • Monitoring best practices and emerging trends in human resources management to inform continuous improvement efforts.

  • Identifying and addressing employee training and development needs, and tracking training initiatives.

  • Maintaining and enhancing HR information systems and databases.

  • Keeping all staff informed of legislative changes affecting the workplace, including the Employment Standards Act (ESA), Workplace Safety and Insurance Act (WSIA), Pension Act, and others.

  • Assisting in resolving employee complaints and ensuring compliance with human rights, workplace violence, and occupational health and safety standards.

  • Recommending and developing workplace health and safety procedures and programs to ensure regulatory compliance and risk mitigation.

  • Managing the HR department’s business planning and budgeting, and supporting departments with HR-related budget forecasting.

  • Ensuring compliance with all relevant Town bylaws, policies, and regulations.

  • Performing other related duties as assigned.
